With the entry into force of the Multiannual Financial Framework 2021-2027, COSME will be managed by two EU programmes: the Single Market Programme (SMP) and InvestEU. The SMP will have a total budget of €4.1 billion and InvestEU a total budget of €38 billion.

The SMP offers indirect support to SMEs to increase their competitiveness. Approximately 1 billion euros are available for this purpose. It finances support opportunities such as the following

• Enterprise Europe Network
• Erasmus for Young Entrepreneurs (name may be changed)
• Cluster initiatives
• IPR SME helpdesk
• SME performance review
• SME envoys

InvestEU provides direct financial support to SMEs. The budget allocated for this purpose amounts to 11.25 billion euros and finances instruments such as:

• Equity Facility for Growth (COSME EFG)
• Loan Guarantee Facility (COSME LGF)
